Meet Mkhululi Ncube

Mkhululi Ncube is Programmes Officer at the African Minerals Development Centre (AMDC), a specialized agency of the African Union, where he provides strategic and operational support for the implementation of the Africa Mining Vision and its Action Plan, including the African Green Minerals Strategy. He also oversees the AMDC's Artisanal and Small-Scale Mining (ASM) portfolio. With close to 20 years of experience across the UN Economic Commission for Africa (UNECA), the UN Development Programme (UNDP), and the Development Policy Management Forum, his work has focused on natural resources management, regional integration, and trade policy.

Who is Mkhululi Ncube?
Mkhululi Ncube is Programmes Officer at the African Minerals Development Centre (AMDC), a specialized agency of the African Union, where he supports the implementation of the Africa Mining Vision. He has over sixteen years of experience across UNECA, UNDP, and the Development Policy Management Forum.
The African Green Minerals Strategy is a continental framework, adopted by African Union heads of state, that focuses on the minerals needed for decarbonization. It is a distillation of the broader 2009 Africa Mining Vision, aimed at equitable, resource-based industrialization.
Transition minerals is a scientific term referring to elements in the periodic table’s D-block. Critical and strategic minerals are terms that originated with U.S. defense policy and describe what industrialized nations need for their own industries. Green minerals is the term the African Union uses to frame the same resources around Africa’s own green industrialization goals.
The Africa Mining Vision is a developmental framework adopted by African heads of state in 2009, aimed at equitable, resource-based industrialization across the continent. The African Minerals Development Centre was created to champion its implementation.
Because “critical” and “strategic” describe what these minerals mean to industries and jurisdictions outside Africa. The African Union argues that defining the narrative in its own terms — calling them green minerals tied to Africa’s own green industrialization — is a matter of sovereignty, not semantics.
